THE PRESIDENT'S CORNER
Thank you to Tracy Tipping NØOEY for giving us his demonstration on lightning and lightning safety. It was shocking. Our next MAARS meeting will be held at 7:30 PM Feb. 11 in the Red Cross Building at 2601 West Anderson Manhattan, KS 66502. Feel free to join us around 5:15 at the Sirloin Stockade for a bite to eat before the meeting. For the meeting Chuck AAØRI will try to answer any question you may have over the license restructuring and how it will affect you and upgrading for you. Francis Sable will give us a talk on transistors with special attention paid to questions on the license exams. This will be a great chance for anyone who feels they are going to take advantage of the license restructuring to learn some valuable information for the tests. For those of you who signed up for the Field Day Committee thank you, now it is probably time to start thinking about location and making plans for field day. If you haven't signed up for a Committee please consider doing so; it can be an educational experience. If anyone comes across interesting pieces of information they feel would fit into the newsletter, please contact myself, KCØDWX, brianc@kansas.net or Chuck, AAØRI, aa0ri@kansas.net. SECRETARY'S MINUTES
January 14,2000 meeting was called to order by Brian, KCØDWX, President. Tracy, NØOEY, starts the meeting with a program on lightning hazards and safety, and a demonstration of high voltage static effects using a small Van de Graaff generator. The November 13, 1999 meeting minutes were read and approved. ANNOUNCEMENTS: A YL dinner meeting is scheduled for January 20. There is discussion of the ownership of an antenna that MAARS had borrowed for field day use and when and to whom it should be returned. Bob Bartholic will check to determine proper ownership. A Red Cross Mass Care Class will be on February 3 from 6 to 10 PM. Those interested in attending should call Red Cross at 537-2180. Chuck Carter, AAØRI, announced that control operators for the MAARS repeater will be Donna Rose, NØZKX, and Henry, KAØSWM. Henry and Chuck discussed the possibility of getting a new repeater controller. It is decided to wait until more information on controllers is available to the group. A 2 meter or dual band transceiver is needed for the Red Cross building. Henry made a motion to buy 100 FT. of 9913 coax for the Red Cross building installation. Motion was seconded by Jon, NØRYQ. Motion is approved. Chuck and Fred, KØTCS, agree to make the purchase for MAARS. The generator for the MAARS Club was tested with a test run. There is discussion about where to store the generator and fuel supply. Mike Moore and Jon volunteer to procure a portable gas tank for the generator. Ideas for future meeting programs were called for by Brian. A state congressional bill PRB-1, advocated by KØCDY was announced by Bruce Frahm, KØBJ. Cindy Carter is winner of a weather calendar by drawing her own name from the lottery box. Meeting adjourned.

CALHOUN'S CORNER
The following is a copy of the Lease agreement that I've sent to KSDB to be signed. There may be some minor changes made before signing.
This agreement is established between Radio Station KSDB (hereinafter called KSDB) of the A. Q. Miller School of Journalism and Mass Communications at Kansas State University and the Manhattan Area Amateur Radio Society (hereinafter called MAARS), which is affiliated with the Amateur Radio Relay League of Newington, CT. * This agreement is for a period of one (1) year and is renewable yearly by mutual consent of both parties. At the beginning of each year, MAARS shall pay to KSDB a yearly leasing fee of $36, and this fee may be renegotiated at the end of each year. * With its yearly payment, MAARS shall file with KSDB a list of MAARS officers and their telephone numbers and addresses, said information to become a part of KSDB's public access file. * Neither party to this agreement shall hold the other liable for acts of God, such as lightning strikes, high winds, etc. * KSDB agrees to permit MAARS to place antennas on the KSDB tower at about the 65- and 100-foot levels, to provide room and electrical power for MAARS equipment, and to issue a maximum of two keys to the KSDB tower site, preferably to KSU faculty or staff who are also members of MAARS. If no such person exists, then one key shall be issued to the Trustee of the MAARS FCC amateur radio license(s). * MAARS shall only use the KSDB tower site for the operation of unattended VHF and UHF voice repeater(s) and digital communications node(s). * MAARS may remove any of its equipment at any time, but must notify the KSDB Station Manager in writing if the club is abandoning the tower site and must return any key(s) to the proper authorities. Any lease fee already paid shall not be refunded. * Each party shall each provide for its own separate telephone line(s) as needed, and each shall use the appropriate telephone interfacing equipment. * Each party shall be financially responsible for its own equipment and must supply its own parts and tools needed to maintain said equipment. * The personnel of each party shall repair/adjust only the equipment belonging to that party. This agreement can be terminated immediately if there is reasonable evidence that a representative of one party has adjusted or tampered with the other party's equipment. * Except in emergency situations, MAARS shall notify the KSDB Station Manager or Technician in advance before entering the KSDB tower site. Furthermore, immediately after entering and before exiting the building, the MAARS representative shall call the KSDB Studio and inform the person answering of the circumstances for the entry or exit. * Each party agrees to comply with all FCC Rules and Regulations. If the equipment of either party fails to meet FCC operating standards, the proper adjustments or repairs shall be made within 30 days or this agreement can be terminated by the other party. * MAARS shall work in good faith with the KSDB Station Manager and Technician and with any other entities which may hold leases with KSDB to resolve any conflict(s) which may arise. * MAARS shall work in good faith to resolve interference problems with any other entities leasing space at the KSDB tower site. A new entity interfering with an entity already in place shall be responsible for eliminating any interference problem(s).

TREASURER'S REPORT

If you would like to become a member of or renew your membership in the American Radio Relay League and receive the monthly issue of QST, your treasurer has a form you may use to apply. If renewing, just bring along your notice of renewal to the club meeting. The club is allowed to retain $5 of each new member's dues and $2 of each full member who is renewing. Since the club retains the dues, it is necessary for you to write your check to MAARS, and then the treasurer writes a check to ARRL for the amount minus the $5 or $2.
Dues will be due by Oct. 31 and are: regular membership $20, full-time student $10, family $30. Please complete the following when renewing your membership, even if you did so last year.
